ARM: renesas: Enable DTO support by default on R-Car Gen3

All R-Car Gen3 defconfigs present in U-Boot do enable DTO support,
enable it for all of R-Car Gen3 by default in Kconfig instead, so
that no new boards would miss this functionality.
