Tom Rini 16b0482a74 sandbox: Make SANDBOX_xPL depend on !COMPILE_TEST ...

Given how these options are used in the code, it doesn't make sense to
enable them for COMPILE_TEST. Make them depend on !COMPILE_TEST.
