Reorganize resources/ + wasm target (#1244)

* add README.md to resources directory
* add cross/ directory for meson cross files
* fix readme list syntax error
* fix reflink
* disable ASYNCIFY_ADVISE by default
* use executable names instead of hardcoding paths
